I have tried opening 192.168.4.1 on my phone and on 3 different laptops and still all say it took to long to respond I don't know what to do any more.

you did connect to the ‘MoBro_Configuration’ hotspot created by the Raspberry Pi before trying to open the IP address, right?
When using a phone it might help to turn off mobile data while connected to the hotspot. Some phones will still use the mobile data connection instead of the hotspot, since the hotspot does not provide internet access.
